Triage is necessary when there is a shortage of medicine or doctors. The key to equality, be it gender, sexuality, or race, is equal treatment and opportunity. No triage is needed for that.

What requires triage are scarce resources and goods, such as appointment to the supreme court, acceptance into elite universities and high schools, lucrative sporting or recording contracts, etc.

We can have a debate about whether or not skin tone is the best criteria for triaging these scarce resources. But I hope you can see that it is not a foregone or even obvious conclusion.
